In the wake of declining commercial property values in Boston, there is evidence that the city’s tax assessor has been increasing the assessments of commercial owners that appeal to the state Appellate Tax Board.  This process violates both state law and the U.S. Constitution.  The issues are discussed by Frank J. Bailey, President of the Pioneer New England Legal Foundation, and Daniel Swift of Ryan LLC.
